Let's start with a little history.......
Tokyo has been inhabited for hundreds of years. It goes back all the way back to the 1000's, when Tokyo was called The village of Edo. Edo did not develop into a city until the Tokugawa period (1603–1867). During this time it was modernized, and became a economic figure in the world. In 1868, Edo became the capital and was renamed Tokyo. Before Tokyo was the capital of Japan, the capital was located in Kyoto. After the Edo period ended, the Mejji Restoration period began which consisted of establishing all sorts of helpful resources such as the Tokyo Police Department and the Official Zoo.
Technically Japan has always been an independent state, but this term refers to independence from the old ways of following a Japanese monarchy. In 1947 there is a constitution that states the emperor stands as "a symbol of the State and of the unity of the people". Today the role of emperor is similer to the role of Queen of England. They are a figure head for the people, they have almost no political power.
After WW2, Tokyo was almost destroyed due to all the bombing from the US. This is one of the reasons the city is so modernized. After the war was over the US helped Tokyo rebuild. Most of the buildings that were built were modernized.
